Account Restriction Stages (Category Misuse)
Persistent misuse of Direct Send to send non-compliant (miscategorized) messages escalates through the following stages:
| Stage | Trigger | Effect |
|---|---|---|
| 1 — Misuse detected | First detection | No restriction. Business notified by email; can request review at [email protected] |
| 2a — Rate limiting | Misuse continues after notice | Capped utility send volume on the WABA; sends beyond the cap rejected with error 131064 until the window resets |
| 2b — 7-day restriction | Misuse continues after rate limiting | WABA cannot use Direct Send for utility (or authentication) messaging for 7 days |
| 3 — 30-day restriction | Misuse persists after 7-day restriction | WABA cannot use Direct Send for 30 days. Final warning before permanent removal |
| 4 — Permanent revocation | Misuse continues after 30-day restriction | Direct Send access permanently revoked |
Attempting to send during an active restriction returns a synchronous error 139200 ("Direct Send Utility access is blocked").
Businesses are encouraged to use the Message Samples API proactively for new use cases to minimize misclassification risk before it triggers enforcement.
